Kevin Devine
Candidate for Chairman

Dear Tribal Members,

With 27 years of leadership in the U.S. Army and a proven record as a Tribal Councilman, Housing Commission Chair, active participant on the Budget & Finance, Veterans, and Personnel Committees, I offer a servant leadership approach—placing our people’s needs above self.

As the current Acting Chief of Staff during a significant staffing crisis, I stepped into vacancies across personnel, health, human services, and education, building capable teams and delivering tangible results. During this period, I prioritized assembling a workforce capable of meeting our community’s immediate needs and long-term goals. I recruited an experienced health professional who expanded health services, identified missing contract support costs totaling $13.9 million, advanced the IHS 105 L Lease program with $279,000 (FY25) and $456,000 (FY26). I led the creation of a growth-ready pay scale with updated job descriptions, identified an HR team to guide implementation, and partnered with strategic planning experts to redesign our organizational structure and cultivate effective teamwork.

We introduced a new accounting and payroll system and strengthened our finance team to position ourselves for future success.

My leadership is centered on prioritizing community needs, maintaining transparency, and upholding accountability. I am committed to a collaborative, inclusive approach that respects our traditions and sovereignty while driving progress. My focus remains on people, processes, and performance, ensuring health, housing, education, and economic programs are effective and fiscally responsible.

I champion the motto “I Hear You,” ensuring every policy demonstrates active listening, transparent communication, and tangible follow-through. I aim to strengthen member involvement, reduce interference, and rebuild trust so the COS and staff can execute a people-centered plan aligned with the Council’s mission. I ask for your support and vote as Chairman. Thank you for your trust and commitment to a brighter future.
